Mr. Willoughby is survived by his daughter, Whitney Wells of Wisconsin and his two brothers Ronald (Carol) Willoughby and Dale (Paula) Willoughby both of Paris, TN. Robert is also survived by three grandchildren. He attended Big Sandy Church of Christ and he retired from the City of Paris after 17 years of service. His funeral service will be held on Tuesday, January 29th at 2:00 P.M. Visitation will be held on Monday, January 28th from 4:00-8:00 P.M. and again on Tuesday from 11:00 A.M. until service time at 2:00. Burial will follow at Henry City Cemetery in Henry, TN.
